Sci fi book or short story I read in high school the late 70s or early 80s—there is severe overpopulation in some type of closed-off, isolated artificially constructed habitat. Living conditions are horrendous. The unfortunate people are Indian (from India) but they don’t know they are human guinea pigs in a massive experiment to develop psychic abilities—until the end when all is revealed—at least to the main characters, who I think are a man and a woman. I feel like it must have been written in the 60s as a social commentary on the problems of overpopulation. It has a very dark and angry protest-warning type of tone that I associate with that decade. Plus my high school teachers were hippies and I think one of them lent me an anthology of these types of socially-conscious stories, and this was one of them.
