Was there a letter limit on homophones?

I think I recall someone saying to and two wouldn't be accepted but two and too would?

Hmmm. I don't remember that, but that doesn't mean it's not true.

I do remember that Nicole had put a letter limit on rhyming words for her task (and rhymes could include homophones). Could that be what you're thinking of?
