The Sun Spot Cycle is a Cycle. There are 11 year Cycles and there are longer Cycles. Look at the chart above. When there were few sunspots then it got really cold.

This is not something they just figured out and didn't tell you. They have known about it and use it to manipulate and plan the market to make money or to have advantage in times of war. Look at when the Revolutionary War was. Look what happened in the Industrial Revolution, how the sunspots were increasing.

As Sun activity increases so does CO2. Everything gets warmer and you have more plant life.

It used to be that you were educated in law when you went to school. It was required. You could defend yourself against tyrants. Maybe this is what he meant by "his particular concern was with the relation between education and economic growth."
The goal was to increase the economy by making sure there were more than enough skilled workers that would then work cheaper or be compliant. Just my thoughts on it.
