All books on the spreadsheet will earn this style. The list actually has more than 1001 books on it as the list has changed/morphed over the years.

Rudyard Kipling was born in India but was an Englishman; Isabel Allende was born in Lima, Peru but presently lives in America. I'm sure authors can be found who were born in America but now live in a non-western country. Does the bonus points only go to authors who are born in AND live(d) in non-Western countries?

It is born in and citizen of. Neither of those authors qualify for Non-Western.

I have seen it, and began giving feedback when it first came about several months ago. The number of people who shelved a genre was one of the things I begged them to retain. There are other things. I do not use that view. As yet, there is no way to access the librarian links, among other things that are not user-friendly.

1. My understanding is that the author must be born in AND reside in a non-Western country. Is this correct?
2. I've read just enough to confuse myself..... Is Albania just considered a country that was 'Soviet dominated' or do we consider it (formly) a part of the USSR?

It is born and citizen/resident of. Citizenship is given preference, so if, for example, an author born in Russia moves permanently to Germany but retains Russian citizenship, that author would still be considered non-western.
No, Albania is not one of the formerly USSR countries. They are (and I have a cheat sheet, because I often can't remember):
Armenia
Azerbaijan
Belarus
Estonia
Georgia
Kazakhstan
Kyrgyzstan
Latvia
Lithuania
Moldova
Russia
Tajikistan
Turkmenistan
Ukraine
Uzbekistan

Yes, the list is good. I started reading about Albania becoming a (communist) republic and it's relationship with the Soviet republic and fell into the rabbit hole... ha, ha.

Do Hungary and Yugoslavia qualify?

But maybe I shouldn't have worried as you obviously have a crystal ball - the book I was thinking of is a Christie And Then There Were None, which is on your linked list and therefore eligible (if I've understood correctly).

(I could suggest your saving it for summer, but mum's the word.)
