What's the Name of That Book??? discussion

Main character is a thief going against the government, they send out they’re best recruit who falls in love with him overtime and helps him escape. There is an older brother who looks similar to the main character and is publicly executed in his place by the government. He has a younger brother who is taken by the government possible for medical purposes and the main character and his girlfriend now save the brother but the main character get shot in the head I think. After recovering from a coma he has amnesia and doesn’t remember the girl. At the end of the book both him and the girl meet and introduce themselves to each other, and it is hopeful for their future.

I think there was more plot such as a disease spreading and houses got painted with red crosses however I’m not sure if I’m mixing that with a different book.
