In case you haven't tried this, I'd suggest creating a list of book page links that you suspect were modified by the same "librarian". Then report this list (or a few categorized lists) to Goodreads Support: https://www.goodreads.com/about/conta...
If staff can easily determine these modifications were made by the same account, perhaps they'll be more likely to revoke their librarian privileges.

Hard Times, Number the Stars, Little House in the Big Woods, On the Banks of Plum Creek, Ramona and Her Father, Jo's Boys, All Quiet on the Western Front
These are just the ones I've noticed. None of these new covers are correct for the ISBNs. It's like he's doing it on a whim, based on whatever cover he likes best. I've flagged all of them, but no luck yet.
If anyone else wants to report, maybe it will help.

That person is #1 top librarian in Vietnam - that's what the designation means, it refers to the country in the user's details box. Judging by that person's shelf names, English is not their first language. Perhaps they haven't read the library manual?
If a librarian is incorrectly changing covers, against the rules, you should feel free to revert the change yourself. Seriously. You can leave leave an explanation in the "change comment" box on the book's edit page to justify what you're doing. I always leave a comment in that box when I change a cover so people will understand the reason behind the change.

That person has been reported but anyone can feel free to flag more of the edits. It's creating lots of issues.

That would be a functionality issue, unfortunately. Looking back at your request, the authors were merged correctly. It's quite weird and frustrating that that happened.

That's the one. Very frustrating. I'm reporting when I see it, but I'm always a little leery about undoing changes. When I do, I'll put a note in the comment box.

Apparently this is a "#1 top librarian" changing the pictures to suit his or her whims because the covers he or she is adding are *not* correct for the ISBNs. I've flagged these edits, but God knows what good it will do. GR management just seems to ignore misbehaving librarians until they do something egregious, like deleting the entire YA Novels of 2019 list a few years ago. :(
