Leap second events are scheduled every few years in order to keep UTC (Universal Time Coordinated) in alignment with the earth's rotation. The next possible leap second event could December 31, 2021. There will NOT be a leap second introduced into UTC on that date.
Read a book with a number of pages that ends in Zero.

Winds of Time kindle edition is 100 pages but paperback edition is 108. I have the kindle edition. Would it be acceptable to use the kindle edition for this task?

No, follow the rules for determining page numbers for ebooks.

Editing my comment. I decided to use a different book! Wasn't sure what the protocol was for deleting comments, though so I wanted to leave this here.
