I'm not sure. There's such a brief description! I'm going to order a copy, though, because even if it's not the right one, it's definitely up my alley! I'll report back.
Google Books has a snippet preview of My Mother, the Witch by Rose Blue - Rainbowheart's suggestion. You might get lucky searching for keywords:

A few quotes from the book:
- Rays bounced off the necklace Mama wore, then necklace with the green stone that so matched her eyes.
- When Betsy got home she heard the hum of the spinning wheel. Mama was turning the flax she grew in the garden into thread for cloth.

OH MY GOSH! I really think this might be the one!
I've got a copy coming in (Bless you, Abebooks!). So I will wait to move it to solved until I've got the physical thing. It's quite short. The only reason I hesitate to say Solved is that . . . the title and cover do not look like ANYTHING I remember!

Thanks, guys!
Really interesting, very short book. Now if I could only find a copy of the movie!

Out of curiosity, was the mother actually a witch, or did the town just think she was?

Regarding the movie, it looks like it was released on VHS, but I can't find copies for sale anywhere.

Interesting!
You know, my parents do still have a working VCR . . . I wonder if I can track down a copy of this somewhere . . . I'm on a mission now!

I distinctly remember seeing a PBS special or other made for TV show in the 1980's about a girl living in New England in the 1700's who is ostracized by her community because they think her mother is a witch, and possibly an Unwed Mother! Her mother sings songs in Gaelic as she weaves, which the neighbors think are "spells" and she wears a huge jewel around her neck. The jewel was given to her by her husband, who is always gone because he is a sea captain (and possibly lost at sea?). I remember the mom basically confronting the mob with this information at the end of it.
I always thought this was the Eyes of the Amaryllis, by Natalie Babbitt, but I was just talking about that book with my mom, and happened to look at some reviews of it, and I realized that they are not the same story, except for the husband lost at sea.
I swear that after seeing the TV show, I found the book at the library. I love historical fiction, witches, sea captains. Love Witch of Blackbird Pond, Wise Child, Juniper, etc and I always have. I also used to watch all those CBS Storybreak shows on Saturday mornings after cartoons, where they would make a 1 hour movie of a children's book, and I'm wondering if that's where I saw this. Afterwards I always went to the library and tried to find the book, which is how I found What Happened in Hamelin and Jane Yolen's Dragon's Blood!
Can someone tell me if this was just a random TV only show? Or is there a book out there, too? Thank you!
