Another issue raised in the source with potential for further reform is devolution. The source suggests that further devolution is required to make an English-only parliament and this is an issue debated heavily since devolution started at the end of the twentieth century. Although devolution is potentially one of the best reforms made since 1997, it contains factors that have caused issues over the past two decades. Due to the populations of the states with a devolved parliament or body being smaller than that if England's, this gives a higher amount of public spending per capita in devolved countries. The Barnett Formula shows that England's citizens have less public spending per capita than the whole average of the UK; a devolved English parliament may reduce this inequality and complete the reform further. Furthermore, the reform may be argued as weak since although devolved bodies have direct power over issues in their country until 2015, they could vote on purely English matters. In 2003, Labour with the help of a Scottish Labour cohort, voted for English students to pay for tuition fees. This West Lothian question was partly solved with the 'english votes for English law's process but there are still issues surrounding public spending which may effect other issues due to the lack of money.

I just wanted to send this broadcast out to address some issues.

Some of you may be aware that the co-owner of this group and my close friend Amelia recently sent out a message after her hiatus after changes made to the group. I can now confirm that all moderators who previously held their positions can now PM me about taking back their posts - but only when I receive a private message indicating your wish to continue as a moderator, or I will assume you can't.

BOTM

As you know, every month we pick out books to read together for the month. Our mod has been doing a great job at it (Thanks Clara!) and I'm sure she will send out more information about our BOTM for January. Amelia has requested that we have The Descendants of Zaylon as a BOTM alongside this.
