Is Umbridge or Voldemort worse?

I hated reading about Umbridge. She was too the point where I didn't enjoy it. I loved reading about Voldemort. Every time he was around, his character just commanded attention in a good way. The way a good villain should. Umbridge was not enjoyable to read.
That's not really an in story assessment though. Here's my reasoning if I was in Harry Potter. Umbridge disguises her evil in a package that is unassuming. Voldemort's evil is worn openly. I don't doubt that Umbridge would do the same actions that Voldemort did if she believed she could get away with it. I'd rather deal with the devil that doesn't try to hide what he is, than with the one that sneaks in in sheeps clothing, so to speak.




Voldemort is worse. I think Umbridge is more visceral because she's more 'real'. (Personally, I don't understand how people can hate Umbridge but love Snape.)


I think Imelda Staunton just played her so well, with those smug looks, and everything.
Just my opinion.

But i do think umbridge is pure evil since the day she was born. Straight up evil.
