I have asked so many people this question and most of them have said Umbridge. I think Voldemort though. I want to know your opinion.

Umbridge thinks for herself that she does the right things while Voldemort is literally evel that´s why I think Voldemort is by far the worst

I think that Umbridge is much worse than Voldemort and therefore I personally like Voldemort more than Umbridge. Even though we get Voldemorts backstory and learn of his childhood, his personallity is still just being evil and wicked. Umbridge is worse because she doesnt even have a reason to act like she does. Throughout the fifth book I personally feel more sorry for Harry than I have the past 4, and that just shows how bad she is. I also feel more angry at Umbridge than I ever have with Voldemort. However that also just shows how good JK has been at writing her charecter. At least thats just my opinion.

Voldemort at least has motive. Umbridge doesn’t. Never has Voldemort made me angrier than I’ve been at Umbridge. Still the best book though.

Umbridge is worse. There's two parts to my reasoning. (I'm aware I started with the conclusion here, you shouldn't do that, but it's a just for fun discussion so I'm doing it!)

I hated reading about Umbridge. She was too the point where I didn't enjoy it. I loved reading about Voldemort. Every time he was around, his character just commanded attention in a good way. The way a good villain should. Umbridge was not enjoyable to read.

That's not really an in story assessment though. Here's my reasoning if I was in Harry Potter. Umbridge disguises her evil in a package that is unassuming. Voldemort's evil is worn openly. I don't doubt that Umbridge would do the same actions that Voldemort did if she believed she could get away with it. I'd rather deal with the devil that doesn't try to hide what he is, than with the one that sneaks in in sheeps clothing, so to speak.

Voldemort at least had reasons for being a nasty person, Umbridge just was a wannabe coquette girly who forced a child to etch letters onto their flesh.

Yes, but Voldemort had a motive. Umbridge is simply a sadistic toad in a dress who finds it enjoyable to torture children. At least Voldemort has a reason for doing what he does.

Umbridge isn't good by any means. But to say that a nasty bureaucrat with delusions of grandeur is worse than a literal genocidal overlord who murders and tortures people on the regular? Umbridge worked with Voldemort's ministry, but that doesn't make her comparable to the big bad himself.

Voldemort is worse. I think Umbridge is more visceral because she's more 'real'. (Personally, I don't understand how people can hate Umbridge but love Snape.)

Guys why are you even talking about umbride or voldemort the worst was and always will be Anthonia, the amount of muggle she tortured was insane and how she ended up floating was unbelievable.

From the books perspective Voldemort. From the movies perspective Umbridge.
I think Imelda Staunton just played her so well, with those smug looks, and everything.

I think umbridge because voldemort had a reason to turn evil. I do not justify his actions.
But i do think umbridge is pure evil since the day she was born. Straight up evil.

I agree that Umbridge is horrible, and I don't think she'll ever be able to change into good. But on the other hand, Voldemort was never good but he wasn't evil from the beginning. But we never knew Umbridge's story, she could have had a traumatic past like Voldemort. (Going by the books, cause I only watched the first two movies. But read all the books.)

I think that Voldemort is Worst because he killed a lot of humans although Ambridge only hurts them.

I think that Umbridge is worse because of the lie she exemplified to the Ministry. I have a hard time with that. At least Voldemort is honest in his villain-ness!

umbridge's backstory tells a lot, in terms of childhood, voldy was mad at his parents abandoning him, umbridge abandoned her mom and brother just because they were a muggle and a squib (respectively) they were both horrible

Umbridge is worse because she thinks what she is doing is right even though it's sadistic, and her focus was on children at first. Voldemort focused on adults and revenge and power. And he knew he was evil and admitted it

I would say voldemort, because he has killed many people unlike umbridge and voldemort has the same but more extreme versions of umbridge policies not to mention Voldemort has done the most evil magic (making a horcrux) 7 times.
