What Happened to Goodbye discussion

So cops raiding house parties and detaining underage drinkers is a thing in Lakeview. Must be new; I don't remember it ever happening in the other Lakeview books (SLY, Dreamland, Just Listen). But maybe it's it's a response to the events of Just Listen. The police can't actively prevent sexual assault, but they can crack down on underage drinking, which is often a factor in sexual assault. I'm only halfway through reading this, and maybe there's no explanation, but it sounds plausible to me!
