To me, that makes it clear that Twisted Tales aren't a series. Twisted Tales come up so often, that maybe they could be given as an example of something that isn't a series on Goodreads?
Edit: or they could add to the Manual
The author says it is a series
The book publisher says it's a series
Amazon & other booksellers say it is a series
Do not make it a series on Goodreads

There probably needs to be something about non fiction series. I struggle with those & usually get confirmation from other librarians before working on.
Also, Moderators. :) Maybe a stickied Is this a series? thread would be helpful. We used to have one, but people kept putting series requests in it so it became a mess.

I'm pretty good at searching for things, but I don't find anything in the manual that defines what Goodreads policy is on series. There is a policy and most of us who have been librarians for awhile know what it is.
A publisher or author may group titles together and call them a series, but that doesn't necessarily qualify them on Goodreads, even when all of the books have the same general theme. For example, fairy tales or re-tellings based on writings by a classical author do not consitute a series on Goodreads.
A series must have recurring characters or share a setting/universe throughout the installments.
