Zodiac Academy, but TW it's bullies to lovers. The first couple books are not for some. The bully stuff is heavy in 1 and 2. Multiple POVs.

i’m not sure but ‘the cruel prince’ i think :)
Captive prince, super slow burn cause they really are enemies, M/M romance
The shadows between us, daughter of the pirate king (although in that one the romance is a subplot)
The Under the Never Sky series has that trope.
So does one of my books.
