The question has arisen, are Zines allowed.

The Manual seems pretty clear:

I don't see any exception for those with ISBNs.

I would prefer a staff response. Not to this question, but I saw one super correcting another super about policy just yesterday.

If that is the case, then the manual should reflect that. The way I read it now, there are no exceptions.
