As far as I am aware, readers can review a book as many times as they want. They can review each edition if they want. You can discuss this with Support (staff) if you want

The combine function is down until at least the 8th. Can you please edit your request so it is in the Book & Author Pages Issues folder? Since you haven't given your request a folder it will disappear from view very quickly.

I didn't know the same person can review the same book multiple times. Even though this one is the same review, the exact same wording?

If you want to query a review you need to talk to staff at the link I gave above.
