The Study series, by Maria V. Snyder is very assassin/espionage in a world where two bordering countries are at war, and all of the primary country's provinces are locked in constant discord.
Yes, there's magic in it. There is a liiiiiittle romance, but far from smut; the MC has her own life from her partner, and we stick with her POV for the majority of the series.
Yes, there is magic, and lots of poison, and she is not afraid to really tug at your heartstrings, but it is definitely espionage heavy.
