Would a printed speech of a historical figure and writer from the XIX-th century qualify as a book?

There is this entry in the requests for adding books. The entry refers to such a speech. There is a link to its cover, which is actually the inner cover, where we can see that it comes from a physical library. But I am still not sure about this qualifying as a book. Such entries are neither on the allowed, nor on the not allowed books.
