Was Grace really the one behind it all?

However, it was seemed that Cordelia was the one bossing around (unless Grace was the one who did it in the shadows): the "friendship" dynamics changed when Cordelia arrived, something had happened when Elaine and her family went on vacations and when she wasn't with them, but we won't ever know.
Everyone has a different perspective about the facts, in Elaine's, Cordelia was the leader of the bully, she was the one who lived it and there were clues about it. In her mother's perspective, Elaine never told her about her friends' cruel treatment, she only came to the conclusions by looking her daughter's health and mood. And she thought the boss was Grace because Elaine continued her friendship with Cordelia and she was fine (never thought Elaine had a mind bleach), then connected the dots by remembering how Elaine was convinced to go to the church and how was Grace's family.

Elaine's mother said that it was Grace who was the one who put Cordelia "up to" some of the torture in the book. I don't know that I agree with that, however. Carol seems more like an enabler-bystander.
But Cordelia threw Elaine's book into the ravine, after all. Anyone else disagree with that?
