Snail in Danger (Sid) Nicolaides (upsight) | 289 comments I read this, I believe, in 1997. I think it was published around that time, possibly in hardcover. At least part of the cover may have had a white background.

All I really remember is that there were spaceships, and that one of the main holidays of the people who lived and worked on spaceships was called Confluence.

I don't think this is Paul J. McAuley's Confluence trilogy, though the timing is right. There don't seem to be spaceships there, though I could be wrong.
