Well, maybe the taboo wasn't in effect yet.... they realized in the last half... maybe the taboo wasn't in full effect?
It is in effect (I don't think there's any difference between that and "full" effect) during the time that they're at Grimmauld Place. We know this because the Death Eaters are able to track the trio (before this) at the cafe on Tottenham Court Road

I don't think that the Death Eaters outside Grimmauld Place have anything to do with the taboo. The Death Eaters find the trio in a matter of minutes in the cafe on Tottenham Court Road after Hermione uses Voldemort's name, and the Snatchers find them instantly after Harry says it later on. However, the Death Eaters don't appear outside Grimmauld Place until a couple of days after Voldemort’s name has been said aloud. At this time, Lupin says that the Death Eaters are keeping watch on any place with a connection to Harry, which indicates that their presence outside Grimmauld Place isn't for any other particular reason. Lupin says that the small number of Death Eaters outside (two at the time, sometimes one, except for the first of September) shows that they can't know Harry is in the house - otherwise, there would have been a larger group. Hermione also thinks that their location is unknown to the Death Eaters at the time because they haven't sent Snape in after them (though even if the Death Eaters had known that Harry was in the house, we don't know if Snape would somehow been able to get out of this situation).
I agree it would be logical for Voldemort and the Death Eaters to assess the situation before rushing into the house, but I don't think that it would make sense for them to observe the house for a whole month without any change in behavior (as they do) if they knew for certain that Harry was inside. It doesn't seem possible that the Death Eaters know that Harry has been in Grimmauld Place until Hermione inadvertently leads Yaxley there after the Ministry infiltration.
