Joseph (bluemanticore) | 216 comments There's a character in Yasmine Galenorn's Sisters of the Moon/Otherworld series who is a dragon that can appear human. The series starts with Witchling.

Susan Blexrud | 21 comments I just interviewed Lucy A. Snyder at the blog I share with four other authors, http://www.embracetheshadows.wordpres...
I would highly recommend her book, Spellbent, the first in her series. Spellbent (Jessie Shimmer, #1) by Lucy Snyder

Jessa Slade (jessaslade) | 114 comments Stephanie Rowe's Must Love Dragons is a light-hearted, funny take on dragon shifters -- not your usual dark and angsty male shifter. It's part of series where the woman dragon shitfer is a secondary character. In MLD, she gets center stage and a hero of her own.
