What's the Name of That Book??? discussion

I'm looking for a children's book featuring a boy who is a bit of a sad sack. A cloud follows him around and rains only on him. I read it as a kid but I'm not sure how old I was - probably 6 or younger (I'm 36 now!). Any leads appreciated!

There's a story called "Wet Albert" by Michael and Joanne Cole that is about a boy who is followed around by a rain cloud. He's a bit sad about it till he finds out there's an island that has a drought and he is able to help out the farmers there. It's a bit pricey as a standalone book, but apparently it's also in the school textbook "Blue Dilly Dilly" by Theodore Harris (McGraw-Hill "Keys to Reading" series), though possibly slightly abridged. I have been searching for this same story for years. I am 41 and grew up in Staten Island, NY. I read the story in first grade. I remembered the story, but could not remember the name. I bought the book on Amazon you suggested. I'm pretty sure it is the same reader I had 35 years ago. Thank you, thank you, Cathy!
