Book published in late 80's or early 90's. Paperback was nearly 2" thick.

The lead executes amazing stealth tactics to hunt down his adversaries. He has a hideout on an island. He hunts his adversaries in many locations and uses varying tactics to kill them. He is being tracked, but it takes authorities a long time to piece anything together. Patience of a sniper with training akin to Navy Seal. Cannot remember where he was trained.

I'm not a big reader of military fiction, but I could not put this book down in 1993.

THANKS!! That is definitely it. As soon as I saw "Kelly donned his tanks," I knew that was it.

I thought it was a Clancy type novel, but for some reason I thought it wasn't Clancy.
