I live near two bike paths, one more recreational and one not an official path but a regular route for the people with expensive bikes and fancy bike clothes. I don't think I've ever seen a bike rider wearing a skirt, but I will watch closely now.


Because we tend never to revise our local penal code but simply add new laws to it, there are still colonial-era regulations on the books that forbid women from wearing skirts that expose their ankles to public view. These are, however, not enforced and would almost certainly be unenforceable if challenged. There's also a law that defines three unmarried women living at the same address as a house of ill repute. (This too is not enforced.)
In any event, even though this is not the most bicycle-friendly town in general--too much traffic, very few bike lanes--you do see women bicycling wearing skirts here. So the cop giving the Dutch visitor a ticket was out of line, Janine. On behalf of my fellow residents of old New Amsterdam, excuus hiervoor!

It's an 18th-century law, and obviously it wasn't framed with the circumstances of the modern world in mind. It plays no role in today's legal system at all. I just heard about it because there was an article in the NYTimes a couple years ago about antiquated city regulations that have never technically been repealed--no singing in Central Park, for instance--even though they have been superseded by other, countervailing regulations or would simply be laughed out of court if ever used as a pretext for arrest, issuance of a summons, etc.

Laws are funny things. There is a law still on the books in VA about not washing your donkey in the street on a Sunday. I kid you not.
