What is considered an inappropriate user photo? I came across this one and since swastika are quite offensive to some people I was going to flag it. But I'm not sure where the line is drawn and thought I should ask first.

The picture is of actor Edward Norton in the film American History X. http://en.wikipedia.org/wiki/American...I don't know what the rules are either.
I don't know the exact rules but I'm willing to bet that's been flagged before. I know which picture you're talking about.As far as I know GR really stands by the freedom of speech and expression so I'm thinking they won't delete it. It'll be interesting to see if that is or isn't allowed though.
The swastika has been around long before the Nazis have, so I can't see calling it offensive and deleting it.
