He can change into anything he wants. Like a puppy. When he lures them into the sewer he changes into something the child is afraid of. He can only eat them if they are afraid.
If they still arent afraid he puts them into this part of the sewer and they float there for the rest of their lives. Thats why it says "youll float too"
