Here's a list of law enforcement agencies
Private investigators don't work; amateur detectives don't work, BUT they often interact significantly with the police/constable/FBI agent, etc.
Military personnel are not law enforcement- Military police and other law enforcement branches within the military services DO work

EDIT: I think I just answered my own question. The first Listopia list specifically says that amateur sleuths (including PIs) do NOT count as Police Procedurals.
