Are we allowed to upload files for books that are in the public domain such as this one?

Sorry, I'm not familiar with their redistribution policies. You'd have to ask THEM whether redistribution is ok.

Our policy is to allow the uploading of public-domain ebooks. Individual sources may place restrictions on ebooks they transcribe or otherwise produce.
