Can they, yes. Will they, probably not. On another planet, I'd call that wishful thinking. Unfortunately, none of the planets in our solar system are inhabitable and we're still struggling from the 2000 year delay. We haven't figured out a way to warp Einstein's theory of special relativity and are Type 0 on the Kardashev Scale. Even if we did change all of that for the better, the inhabitants of our planet lack wisdom and foresight. Therefore, I'd say unlikely.
