I'm aware that once your book goes "free," it's ranked among other "free" books. But how can I see this ranking? It's no longer displayed on the Amazon page, like the paid ranking is.

Honestly, I have no idea...maybe it'll be gone until your countdown is done.

That's odd. I've seen free books with a free list ranking quite recently. Either this is a very recent change, or it's taking awhile to register on the new list?

Two reasons: #1, the book has never been free before and Amazon is lagging, which happens frequently. Usually you will get a ranking a few hours after your first few downloads. And reason #2: if you are looking at your book's product page on a mobile device, it doesn't list free ranking in some mobile browsers. Try switching to desktop view.

Make sure you have selected the correct categories. I managed to hit Number 1 in Hard Science Fiction during a free promotion.

Yea, I'm at #7 in a pretty narrow category. I thought it meant #7 on all of Amazon at first. Whoops. I got overly excited there for about 2 minutes.
