Merging quotes does keep the one with the most likes. It really does move over the likes from the other one(s), but due to caching that may not be immediately obvious.
Today I found the option to do it (it may be new I'm not sure).
First you go to the author and look at all quotes and then the "Combine quotes" option appears

But even when it says "successfully merged" it just seems to delete the quote with the least likes. Example

This quote I also tried to combine but it won't allow it (I presume because the total likes would be offer 500).
