What's the Name of That Book??? discussion

I need help remembering the title of a book I read in 2004-2005. My details are going to be mostly worthless, however, I extremely hopeful that someone in here will be able to tell me the title.

I believe the book was a young adult, dystopian novel. I believe there is a vampiric fantasy edge to the book. I believe it opened with discussion about how hot the climate had become. I remember it spoke of green slime coming out of the fire hydrants.

The only clue worth anything is that each chapter was named after a character, and the narrator would switch to said character.

Please let me know if you remember this book!

It might be my only hope to drive up to the small school to which I attended and find it on the shelf!
