Many community colleges and public libraries offer courses, books, and periodicals focused upon technical writing skills such as spelling, punctuation, grammar, sentence/paragraph structure, continuity, and plot/character development at little or no cost. All that is required is an investment of time, effort, and determination by the aspiring writer.

Indeed. To improve your writing craft you do have to work at it. You need to be an active participant.
