That violate’s Amazon’s TOS and can get your KDP account banned.
You can use a service like NetGalley to offer free books to genuine readers for honest reviews.

You can check Amazon's TOS to be certain, but I've never had problems with people who won contests leaving a review. You can give away copies for reviews. You don't have to use NetGalley or other expensive review sites. They need to mention that they got a free copy for an honest review.
Amazon does not like author swaps. These are again the TOS. You're better off not even asking other authors to review your book even if it's not a swap.

Hi Jill, I published a 150-page African American Historical Fiction story. Are you interested in reading it for a review?

My short novel The Meeting Tree released at the end of November, and I'd love some reviews from anyone who's interested in fiction with some action, a battle between good and evil, and strong female characters/female heroes.
It's a coming of age story set a few generations in the future when a strict patriarchal government has come to power in the US. The government gets a little too comfortable in its reign, however, and its foot soldiers aren't prepared for what happens when they take things a step too far in front of the wrong person.
