Do you want foreign settings and content, or is simply foreign authorship okay?

foreign authorship is ok

Just suggest any books.

There are lists for that, if so... like Read Around the World - Children's Books.
"See Delightful Children's Books (http://delightfulchildrensbooks.com) for a series of Read Around the World booklists: Africa, Europe, Australia, The Arctic, South America, Asia, Maps, and Children Around the World. This Read Around the World series is an excellent resource for parents, teachers, and librarians planning their One World Many Stories summer reading programs."

~ The Leviathan trilogy by Scott Westerfeld is a YA steampunk version of World War I. One of the main characters is British and the other is Austro-Hungarian. Westerfeld is an American author though.
~ The Thief Lord by Cornelia Funke; German author and Italian setting
~ The Night Diary by Veera Hiranandani is a really good middle grade historical fiction about the India-Pakistan partition. I know that this wasn't one of the genres you asked for, but it's really well written so I'd say still give it a try.
If your children are interested in reading manga (Japanese comics), there are a bunch of great ones for that age range 😊 I'd recommend:
~ I first read Death Note in middle school and loved it (villain as POV character; crime and fantasy)
~ I also loved Hetalia in middle school (comedy about personified countries)
~ My Hero Academia (superheroes)
~ Fullmetal Alchemist (fantasy); for the higher end of that age range
~ Toilet Bound Hanako-kun (fantasy)
~ Mob Psycho 101 (fantasy about psychics)

*(Many of my suggestions are probably closer to the 15 side of the age range, but some of them are books I read when I was closer to 10-12 years of age. You'd probably have to use discretion depending on your individual children.)
Artemis Fowl (set in Ireland; Irish author)
Airman (set on the Saltee Islands off the coast of Ireland; Irish author)
The Book Thief (set in Nazi Germany during WWII; Australian author)
The Thief Lord (set in Italy with German protagonists; German author)
Inkheart (German author)
The Ruins of Gorlan (set in fictional world loosely based on European geography; Australian author)
The Forest of Stolen Girls (set in Korea; author born in South Korea, raised in Canada)
A Long Walk to Water: Based on a True Story (set in Sudan; Korean American author writing based on the true story of a Sudanese Lost Boy)
Evil Genius (set in Australia; Australian author)
The Chronicles of Narnia (setting starts in England; British author)
Forgotten Fire (set in Turkey, Armenian protagonist; Armenian American author writing based on the true story of his Armenian uncle)
And I second the manga (Japanese comic) suggestion. You'll want to check the ratings though, depending on the age of the child for which you look into it.
