Is there a new lower limit on the number of combine edits we can perform in a day?
I feel that I didn't combine many editions before the system told me I have reached my limit.

The current limit is hourly or so and should be temporarily. In the past there when the combine function was back after maintenance there have been issues with too many people at the same time working through all the waiting requests. So we get a slow start every year.
