there are many ways
the easiest one is using Netgalley . you just have to login (you do not have to have an instagram/tiktok account for you to get approved for the ARC . you only need your goodreads account) you browse and request a book to your liking they will tell you whether you are apporoved or not via email .
also some indie authors enable you apply for their arcs using a link in their bio on intstagram
There are some PR accounts like love PR on instagram (I have not tried them personally)

i use netgalley! i got a lynn painter arc for my first one soooo i'd give it a shot for sure!

I mostly use PR companies on IG such as Valentine PR, Luna Literally, Wordsmith, The Author Agency, Love Notes, etc
You can also apply directly to the authors when they open a form for the ARC.
