What's the Name of That Book??? discussion

I read a book six or seven years in high school about some sort of future criminal. It was in a society where it was almost impossible to commit crime because a large part of the community could read minds. But one guy succeeded in killing someone, I think. The story is mainly about trying to arrest him. The title is something along the lines of "Deconstructed Man" or "Destroyed Man" I think. I remember a chase scene in flying cars, and a scene with a glass floor. At the end, rather than killing or permanently imprisoning the criminal, they deconstructed his brain so he could be a productive member of society. Ring any bells?
