What's the Name of That Book??? discussion

I'm sorry this is so vague. I can only remember bits and pieces and then, I'm not entirely sure if I'm confusuing it with another book.

Anyway... If I remember correctly, the basic premise of the book was that a detective (I believe he was disfigured; possibly a hunchback) went to this small town to investigate the disappearance of a child. I think there was a woman he developed feelings for and she was disfigured as well. It gets fairly fuzzy after that. I believe there was also some man who had a brother that was paralyzed and he kept disfigured and deformed people in this hospital-type place for his brother's entertainment.

I read it probably late 90s/early 2000s. I really have no idea who the author is or what the cover of the book looked like. It was likely intended for adults.

I had picked it out at the library so long ago and after I had discovered a previous book I had read, I'm rather determined to figure the title of this one out.
