I outline and plot quite a bit upfront, which helps cut down on the writer's block in general. When I do get stuck on a particular scene, I remind myself of what the scene has to accomplish. Then I step away from the computer and go out into the real world. I mull over ideas as I go about daily life. Eventually the words I need appear in my head.
