I've read both Outlining Your Novel and Structuring Your Novel and have the corresponding workbooks just waiting to be utilized. When working through a new story idea, which workbook do you suggest going through first? Outlining or Structuring?

K.M. Weiland Outlining Your Novel is more about brainstorming and organizing ideas. It covers broader story principles like discovering your characters and setting and figuring out your plot.

Structuring Your Novel is about the nitty-gritty of story, scene, and sentence structure.

If you plan to read both eventually, I recommend starting with Outlining, since it's more foundational--and since it leads right into Structuring. But if you're only going to read one, I recommend Structuring, since its principles are ultimately more crucial to successful storytelling.
